Carlton Johnson Addresses West African Delegates at U.S. State Department Program
Carlton L. Johnson, a partner in Archer’s Philadelphia office, recently addressed law enforcement and civil society representatives from West Africa on police reform experiences and strategies. The program, held October 24th in Philadelphia, was part of the United States Department of State’s, “Study Tour to Review Use of Force and De-escalation Training, Enhance Community-Policing Practices, and Strengthen Interagency Coordination in the Sahel.” Presenting with Mr. Johnson was Alan L. Yatvin, a partner with Popper & Yatvin.
The goal of the international exchange and study tour is to enable law enforcement and civil society representatives from Burkina Faso, Mali, Niger, and Senegal to engage with U.S. and regional counterparts, and to learn how to implement transformational reform to enhance responsive and appropriate police practices, implement effective community engagement, and promote interagency coordination.
Mr. Johnson was selected to present to the delegation because of his experience as former Chief Deputy City Solicitor of the Civil Rights Unit for the City of Philadelphia. Over the course of his 22-year tenure with the City, Mr. Johnson helped shine light on issues involving unreasonable use of force, police corruption, off-duty officer misconduct, and police disciplinary systems. Serving in this role, Mr. Johnson helped promote or participated in significant reform in these areas.
Mr. Johnson specializes in Government Relations and Litigation with an emphasis on minority and women-owned small and medium-sized businesses.
