On the final day of the 2023-24 legislative session, the Pennsylvania Senate and House finished with two bills that significantly impact Archer Public Affairs (APA) client, Alliance of Bikers Aimed Toward Education (ABATE of PA).

SB 155, Lemon Law for motorcycles has been a priority for the group since 1996 when it was first introduced in the Pennsylvania Legislature a year after the automobile Lemon Law took effect. After ABATE hired APA in 2023, we focused on finally getting this bill to the desk of the governor, and it went down to the very last day. The bill, sponsored by Sen. Michele Brooks, mandates that for new vehicles, where the consumer can show repeated efforts to fix a vehicle fail, will be replaced free of charge by the manufacturer. An identical House Bill was introduced by Rep. Nick Pisciottano.

HB 2177 fixes a decades old problem that doesn’t permit motorcycles to be safety inspected at official inspection stations during the winter months. This was done in the mid-1980s when the State went from two inspections per year to just one. The new bill by Rep. Kyle Mullins puts the annual inspection on the same schedule as automobiles and light trucks. This bill was introduced in April and a Senate version was introduced by Sen. Camera Bartolotta.
