John has been an integral part of the Pennsylvania political scene for over 40 years and has a wealth of experience helping clients achieve their business objectives, with a special emphasis on transportation and infrastructure projects. John represents clients before state legislatures and government agencies. By providing access to key decision makers and timely data, he provides his clients with a political and legislative presence that is critical to success, advocating for their issues at all levels of government. Widely renowned as a successful strategist and consultant, John is well respected among individuals of all political parties.
Elected to the Pennsylvania House of Representatives in 1984, John served as the Chairman of the House Transportation Committee for four years. He was also Chairman of the House Urban Affairs Committee and the House Liquor Committee. In his role as Chairman of the House Transportation Committee, John was a member of the Pennsylvania State Transportation Commission. He oversaw all legislation that pertained to aviation, freight and passenger rail transportation, mass transit, road and bridge construction and maintenance, automotive travel and travel safety.
John also worked on issues related to the Pennsylvania Motor License Fund, the State Multimodal programs and the State Police. John interacted regularly with the Pennsylvania Department of Transportation, the Pennsylvania Turnpike Commission, the Philadelphia Regional Port Authority, the Delaware River Port Authority, and the Port Authority of Pittsburgh.
John worked on infrastructure funding (Act 89), Public/Private Partnership Legislation (Act 88), Public Transit Funding Formula (Act 44), Autonomous Vehicle Authorization, Red Light and Speed Camera legislation, and various other issues dealing with transportation funding and safe travel. As Chairman of the House Liquor Committee, John led the floor debate on the privatization of liquor sales, which was the first privatization bill to be passed in the Pennsylvania House since Prohibition. In his capacity as House Urban Affairs Chairman, he authored and expanded many issues critical to housing and urban redevelopment, such as the Pennsylvania Land Bank legislation, Pennsylvania and Philadelphia Housing Trust Funds, the Conservatorship Act, and Landlord Tenant bills.
Currently, John serves on the Board of Children First, an advocacy group for children’s health, safety and education issues, as well as Storm the Heavens, a non-profit organization that raises funds for pediatric cancer research. John is the former Chairman of the Philadelphia Republican Party. In 2022, John was included in City & State Pennsylvania’s list “The Top 50 Pennsylvania Lobbyists,” which ranks the most influential lobbyists in the state.
John earned his Juris Doctor from Temple University School of Law, and his Bachelor of Arts Degree from the University of Central Florida.
